Centre for Health Economics and Policy Innovation

The Centre for Health Economics & Policy Innovation (CHEPI) builds the evidence base for health policies that are effective, economically sound and equitable.

We work with governments, international organisations and industry partners across Europe, Asia and beyond to translate research directly into policy design and implementation.

Our work spans obesity, diabetes, cardiovascular disease, diet, health taxes, pharmaceutical pricing, health system reform, environmental risk and pandemic preparedness.

Fiscal models, microsimulations and large-scale population data analysis are the tools we use to answer practical questions with public consequences: which taxes work, which interventions reduce inequality, which payment models get new treatments to patients faster.

Our findings reach the people who write the rules, run the systems and make the decisions.

Research impact areas

Ultra-processed food taxation

We are modelling the health, economic and distributional impacts of taxing ultra-processed foods in the UK for direct policy consultation with HM Treasury, the Department of Health and Social Care and the Office for Health Improvements and Disparities.

GOLDFINCH: building the case for UPF taxation

Obesity prevention across Europe

We are simulating the long-term impact of obesity prevention policies on health outcomes, equality and cost across all European countries, with a focus on children and low-income communities, with over €80 million in support from the EU, UK Research and Innovation (UKRI) and Swiss State Secretariat for Education, Research, and Innovation (SERI).

Food environment change

Our work contributed to community intervention pilots in Sri Lanka which changed how and where food was sold resulting in healthy food purchases increasing by 12% and sugary drink sales falling by 9% within six months.

Pharmaceutical innovation and NHS access

Our research, supported in part by a £29 million Gatsby Foundation grant, helped the National Health Service get new cancer treatments to patients 18 months faster.

Non-communicable disease prevention at scale

We are using 142 pilots across 21 countries to model the long-term health and economic impact of interventions targeting cardiovascular disease and diabetes, generating evidence to guide national policy decisions.

Health-GPS: 142 pilots across 21 countries

CHEPI’s mission is to generate evidence on how incentives and environments shape health-related decisions at the individual, organisational and policy levels. We work closely with businesses and governments to design policies that embed these incentives and foster healthier societies.

Health-GPS

Health-GPS is CHEPI's open-source microsimulation model that forecasts the real-world impact of health policies on non-communicable disease (NCD) risk across different countries before those policies are introduced. It is currently in active use across 142 pilots in 21 countries.

Our influence

Our alcohol tax research shaped World Health Organization guidance and is now used by European governments, and our COVID-19 modelling provided evidence to help inform the UK November 2020 national lockdown. Our research is embedded inside the institutions that act on it: the European Commission, the Gatsby Foundation, the Jameel Institute and the National Institute for Health and Care Research, across active programmes spanning 25 European countries and involving 100 partners. In South Asia, our work draws on the largest South Asia Biobank of 150,000 participants, working alongside ministries of health, the WHO, UNICEF and academic partners to improve cardiometabolic health at population scale. Our faculty contribute to Parliamentary inquiries, international health forums and national disease prevention strategies across Europe, South Asia and beyond.
