Teo Eng Dih has served in various public sector agencies before his current policy role at the National Trades Union Congress. Prior to this, he held positions in policy planning, manpower, strategy, technology, international trade, energy and climate change. Most notably, he served as the Deputy Secretary (Policy) for the Ministry of Defence (MINDEF) before taking the helm as the Chief Executive Officer of the Maritime and Port Authority of Singapore (MPA) from September 2022 to June 2025. During his impactful tenure at the Maritime and Port Authority of Singapore, Teo drove the growth of Singapore's International Maritime Centre, expanded maritime R&D and the PIER71 startup ecosystem, and steered the global port through complex geopolitical shifts to achieve record vessel arrivals, container throughput, bunkering volumes and ship registration. His leadership significantly accelerated maritime digitalisation, cybersecurity, decarbonisation and the shaping of international maritime northrough the International Maritime Organization and the International Organization for Marine Aids to Navigation.  

Recognised internationally for his expertise, he was awarded the prestigious Fulbright Fellowship in 2012, the Eisenhower Fellowship in 2022 and the Honorary Fellowship by the Institute of Chartered Shipbrokers in 2026. Teo holds a Master’s degree in Chemical Engineering from ³Ô¹ÏºÚÁÏ, a Master in Public Administration from Harvard Kennedy School and attended the Executive Programme from the Stanford Graduate School of Business.
