It takes time to hire the staff who will conduct the study and some preparations can be put in place at an early stage, although it will is not possible to advertise until R&D Permission has been granted at the end of the governance stage. For example, advertisements can be drafted and interview dates can be reserved in readiness for the recruitment of staff.
